Even where it’s allowed, rules vary, including caps on the surcharge amount, a minimum notice period before rollout, specific pricing-display requirements, and specific point-of-sale and receipt disclosure requirements. Tax treatment also varies. Surcharges can never be applied to debit or prepaid cards.
